Few of the average Ukrainians understand how the system of managing seized assets, including those of Russian oligarchs and companies, is actually built. Moreover, what is the essence of the work of ARMA (ASSET RESEARCH AND MANAGEMENT AGENCY).

But for those who know how this strange structure works, it is an excellent field for making money. Total corruption, schematism and real chaos! This is exactly the conclusion that can be made after the discussion of the meeting of the temporary investigative commission of the Parliament on the work of ARMA.

Well, the main reason for the next meeting of the temporary investigative commission acting of ARMA Chairman Dmytro Zhoravovich will generally go down in the history of parliamentary sessions. We are talking about a high-profile meeting of the temporary investigative commission of the Verkhovna Rada, which was dedicated to the inefficient work of ARMA, where all the problems and inefficiencies of the management of seized property were exposed.

"I put almost four hours of solid trash into 40 minutes, which you just have to watch again to understand the depth of the problem. Corruption chaos. These are the words that most aptly describe what is happening in ARMA," commented the author of the video, well-known journalist Yevhen Plinsky.

In the conditions of war, the work of the National Agency for Search and Asset Management (ARMA) is evaluated under a magnifying glass. After all, this body is responsible for managing confiscated Russian property and funds. According to preliminary estimates, during the full-scale war, law enforcement agencies transferred more than UAH 70 billion worth of assets to ARMA. But there are still no public reports on how effectively the agency managed them.

In order to find out about the results of ARMA's work, the temporary acting head of this organization, Dmytro Zhoravovych, was invited to the meeting of the Temporary Investigative Commission of the Verkhovna Rada, which took place on May 23. But he did not show up for the event, referring to being busy at another government meeting. Deputies were not satisfied with this position, therefore, at the next meeting of the TSK, they decided to apply the procedure of coercion to Zhoravovych - accompanied by police officers.

Therefore, the head of the ARMA Asset Management Department, Oleksiy Tamozhansky, had to answer the deputies' uncomfortable questions. The meeting of the temporary investigative commission lasted more than four hours, because a lot of questions accumulated. Deputies and law enforcement officers identified a number of factors that make ARMA work inefficiently.

What is the essence of ARMA's work? On the basis of a court decision, the assets are transferred to ARMA for management. The national agency sells these assets or transfers them to a legal entity for a limited period of time for a certain fee. Income from management is transferred to the state budget. Asset maintenance costs are borne by the manager.

"The question is about the transfer of assets worth billions of hryvnias. These are integral property complexes, vehicles, seized finished products and other assets. As for cars, it is more than 100 units. Corporate rights for UAH 4 billion. Also, we handed over 42 wagons, 49 plots of land, more than 50 tons of iron ore products to ARMA," Serhii Haydu, Deputy Chief of the Main Investigative Department of the National Police of Ukraine, reported.

The list of all seized assets is in a special register. But the State Special Communications Service, the Security Service of Ukraine and the cyber unit of the National Police advised ARMA to close this register for the duration of martial law. Dmytro Zhoravovych, head of ARMA, listened to the advice of law enforcement officers. But during the meeting of the temporary investigative commission, it became clear that even Oleksiy Tamozhanskyi, who is responsible for the direction of asset management, cannot give specific data on how many assets ARMA currently owns and what types of these assets they are.
